About Us State of California One state. One system.
We continue to work collaboratively with our partners at the State Controller’s Office (SCO) to meet the requirements necessary to make this transition. SCO identified and provided 121 system and interface requirements to migrate the book of record functionality to FI$Cal by July 2026. We have already completed 29 requirements and are actively working on 57 additional requirements. For example, nonprofit organizations typically align their year with the timing of grant awards.
Changing your tax year
In contrast, some countries may have different fiscal year periods based on their economic cycles and budgeting needs. When it comes to taxation, the financial year and fiscal year can have different implications. Companies use the financial year to calculate their income tax liability and file tax returns with the relevant authorities. Governments, on the other hand, collect taxes based on the fiscal year to fund public services and infrastructure projects. Understanding the tax implications of each year is crucial for compliance and financial planning.
- For a three-year period, through the next fiscal year, California has been allotted funding worth more than $18.2 million, according to Health and Human Services.
- We are also pleased to begin working to onboard the California Department of Justice for what will be a two-year onboarding plan, starting in July.
- In the absence of an authorization act, an appropriation act—by providing funding—can also authorize agencies to operate a program or to undertake an activity.
It can start on any date the business or organization chooses, as long as it lasts for twelve consecutive months. Many companies use the January through December fiscal year timeline, but some do not, given the peculiarities of their business. For example, universities and colleges will often use the fiscal year that matches the school year, beginning in September. Financial year and fiscal year are terms that are often used interchangeably, but they have slightly different meanings. A financial year is a 12-month period that a company uses for accounting purposes, typically starting on January 1st and ending on December 31st.
Last year, we upgraded several components of our software and hardware infrastructure to newer versions or supported models. These upgrades extend the support for the FI$Cal system and improve our security posture. These enhancements, along with preventive maintenance, ensure our end users are able to work in the system uninterrupted. In March, we completed building our cloud foundation in the Oracle Cloud Infrastructure (OCI), taking advantage of the newest engineered database machine.
Declining revenue is especially troublesome at a school whose athletic department has run in the red for six consecutive fiscal years. Such notice so late in the fiscal year means the money may go unspent because Congress does not have enough time to act on the request. This type of FY is often called a natural business year because it follows a company’s busy and slow seasons.
Federal Individual Income Taxes operate on a calendar year basis for most taxpayers, meaning taxes are assessed for January 1 to December 31 income. Government Shutdowns occur if no appropriations bills are enacted and no CR is passed by October 1 (or when CRs expire). Unfunded government portions must cease all non-essential discretionary functions, resulting in partial or full shutdowns. Educational institutions commonly use July 1 to June 30 fiscal years, perfectly aligning with academic calendars, tuition payment timing, and state education funding cycles. The calendar year is the standard 12-month period everyone knows, running from January 1 to December 31. Generally, the IRS permits companies that don't use the calendar year as their fiscal year to treat their fiscal year as their tax year.
. . . Discretionary and Mandatory Spending?
It wouldn’t make sense for them to close their books, prepare their year-end financial statements, and file their corporate income taxes returns in the middle of their busy retail season. That’s why they wait until January to close their books and preform the rest of the year-end procedures. Most fiscal years are designed to conform to the organization’s natural year around which its activities and flow of funds are organized. Period 13 is reserved for Central Accounting to process transactions in preparation for reporting to the University of California, Office of the President.
The distinction is generally made at the time a law creates a program or provides authority to undertake an activity. The Congressional rules and statutory procedures that govern budget enforcement differ for those two types of spending. Subcommittees divide overall discretionary spending limits into smaller allocations for each of the 12 regular appropriations bills.

The vision to consolidate multiple financial systems into a common platform for the state of California was realized. The story of FI$Cal began in 2005 with a total of five state employees tasked with replacing one internal facing budget system for the Department of Finance at a proposed cost of $140 million. In addition, the California Department of Transportation will continue its planned onboarding, working with the FI$Cal team to address gaps and train their staff. We are also pleased to begin working to onboard the California Department of Justice for what will be a two-year onboarding plan, starting in July. - The choice of financial year or fiscal year can have significant implications for organizations and governments.
- The term “financial year” is sometimes used interchangeably with “fiscal year,” though “fiscal year” is more common in government contexts.
- These enhancements, along with preventive maintenance, ensure our end users are able to work in the system uninterrupted.
- The budget resolution (the Congress’s budget plan) generally excludes off-budget programs.
For citizens and policymakers assessing government effectiveness, financial reports based on logically chosen fiscal years provide more coherent and comparable narratives over time. If the fiscal year started January 1, Congress would have virtually no time to review, debate, and enact spending bills for a year already underway. It reconciles transactions, makes adjustments, verifies financial data, and calculates all financial data, such as income, expenses, revenue, investments, and more.
Laws in many jurisdictions require company financial reports to be prepared and published on an annual basis but generally with the reporting period not aligning with the calendar year (1 January to 31 December). Taxation laws generally require accounting records to be maintained and taxes calculated on an annual basis, which usually corresponds to the fiscal year used for government purposes. The calculation of tax on an annual basis is especially relevant for direct taxes, such as income tax. Many annual government fees—such as council tax and license fees, are also levied on a fiscal year basis, but others are charged on an anniversary basis.
This history shows the federal fiscal year isn’t arbitrary but a carefully considered tool intended to facilitate more effective governance and legislative oversight. Improved Financial Management was part of the broader Congressional Budget Act of 1974 goal to enhance efficiency, transparency, and systematic management of federal finances. The fiscal year of Microsoft, on the other hand, ends on the last day of June, whereas Walmart's fiscal year fiscal year definition finishes at the end of January. By introducing the proposal so close to the September 30 end of the fiscal year, the administration argues the funds will expire automatically and will not give Congress the chance to weigh in.
The October 1 start provides crucial breathing room, especially after summer congressional recess, for lawmakers to finalize appropriations bills. This deliberate scheduling is a governance instrument designed to enable thorough deliberation and reduce stop-gap funding needs. This explains why some government services launch at specific times, why tax deadlines fall when they do, and why funding for programs can suddenly appear or disappear based on the calendar. The fiscal year-end is the last day of a government's or a business's 12-month accounting period. The fiscal year may differ from the calendar year, which ends Dec. 31, and usually concludes at the end of a month.
